Instructions

  1. Preheat oven to 350°F (175°C). Grease two round 9-inch baking pans.
  2. In a large bowl, mix flour, cocoa powder, sugar, baking powder, and salt until combined.
  3. In another bowl, cream softened butter until fluffy. Add eggs one at a time, then mix in milk and vanilla.
  4. Gradually add dry ingredients to the wet mixture until just combined. Fold in chocolate chips.
  5. Divide batter between pans and bake for 30-35 minutes or until a toothpick comes out clean. Allow to cool before transferring to wire racks.
  6. For frosting, beat cream cheese until smooth, then gradually add powdered sugar and heavy cream until fluffy.
